Born on March, 12th 1954 and passed away on December 17th 2010 at the age of 56.
She is survived by her parents Margaret and John Duggan; husband, Larry Sill; siblings, Margaret (Bob) Duffy, Anne Duggan, Catherine (Dan) Fly, Helen (Dick) Mallory, Joseph (Amy) Duggan and Mary Sydney Duggan; In-laws, Ron Sill, Greg (Valerie) Sill, Cheryl (Jeff) Unterborn; nieces and nephews, Matt & Katie Duffy, Alicia & Leeann Duggan, Andrea Fly, Ella Duggan, Diane, Lisa, & Karen Sill.

Eileen attended Cardinal Mooney High School where she graduated in 1972, she recieved her B.A. in English, Summa cum Laude at Suny Brockport in 1977 and her J.D. at the University of Buffalo in 1998.
She was a member of many clubs and organizations, including: Mooney Follies; the Owner and Artistic Director of Flour Town Theatre; Rochester Association of the Performing Arts; Genesee Yacht Club; Owner, Boat of the Year from 2006-2010; Gourmet Club (of the Genesee Yacht Club); Womens Regatta; Hospice Regatta; Volunteer Legal Services Project of Monroe County Inc., and the Monroe County Bar Association.

Eileen "Eilo" Duggan was many things to many people…but first and foremost she was a loving and devoted daughter, sister, wife, aunt, friend, and teacher.
The world was her stage and she used it well. Her wide range of artistic talents were evident even as a child, through the planning, staging, and performances of neighborhood carnivals and family variety shows. She was one of the first St. Jude's Hospital volunteers, collecting some of the highest total dollar amounts in the area. She was a playwrite and owner / artistic director of the Flour Town Theater in downtown Rochester for many years.
Through her love of beauty, culture, and refinement, she found many passions. She was especially dedicated to her Irish heritage, her multimedia artistic renderings, gourmet club, pro bono legal work, all things chocolate, and many women's causes.
Her happiest moments in life by far, though, came through her love of sailing with her best friend and husband, Larry. She dedicated herself to the thrill of racing, the joy of winning, and the endeavor of sharing her sailing expertise with others, especially other women.
Eileen has touched many lives in so many ways. She will continue to be an inspiration to us all.
